VW Touareg hybrid: All about highway fuel economy?

VW is set to offer its first hybrid vehicle, the Touareg hybrid and has provided some updates on the new vehicle ahead of the Paris Auto Show.
While it’s great that VW is getting into the hybrid game, why so much focus on the 25 mpg highway fuel economy the Touareg hybrid will achieve, rather than its city fuel economy?
With 380 hp and 428 lb-ft of torque – the most torque of any Touareg – the Touareg hybrid is obviously a performance-orientated hybrid. Still, with the ability to stay in electric mode up to 30 mph, the Touareg should provide a nice improvement in city fuel economy.
And, isn’t city fuel economy the point of hybrid vehicles? So, why is VW only releasing highway numbers for now?
Hopefully, the city numbers are so electrifying they are being saved for some Paris Show hype.
