"We want diversity, but we also want critical mass. If we're going to address these problems (of dependence on foreign oil), we eventually have to build something," said Steven Chalk, principal deputy assistant secretary of the Energy Department's Office of Energy Efficiency of and Renewable Energy, adding the government has to "pick some winners so to speak and go with our best shot."

This makes sense.
Still, hydrogen, despite cronie environmentalists, will become a reality. It'll probably happen in some unexpected way, such as water desalination, but I'll bet it'll be discovered outside of America. In 10 years we'll wonder how we fell so far behind on the hydrogen highway.
It may seem wasteful to support multiple options, but hydrogen isn't dead yet. We should not be finishing it off. We should support all clean options until each lesser option dies of its own economic weight. I would like to see all zero emissions vehicles (including the Honda Clarity) get tax free status for the next 30 years.
I understand all the problems with hydrogen, but I'm all for supporting it. We spend 10's of billions maintaining shipping lanes for oil tankers, so I really don't think a few billion for hydrogen research is problematic.
